I think before it can be determined whether someone is violating a camping policy, the term camping must have a more clearly defined boundary. I've seen servers where, regardless of time of day or night, there is this one player (we'll just call him "suicide bomber") that NEVER moves unless he gets fragged and has to return to his spot. it's completely predictable, and if you just keep going to that spot, you can get endless frags. That, to me, is camping. There are several other players that will inhabit a rooftop and snipe from certain locations or that even have a favorite sniping vantage. You can't really blame them, as it is not simple to get a headshot from all the way across the level. In other words, this requires skill, not just standing by a spawn point with a USAS spewing shotties at whoever is unfortunate enough to cross your path. You could pervert sniping and use it to just spawnkill, but I've not seen this much, as even that is difficult with experienced players.
A stalker differs from a camper in that he will find a little spiderhole and wait for someone to stomp loudly by. A stalker will then pursue his or her prey as soundlessly as possible, waiting for the perfect moment to allow his or her presence to be felt. Perhaps they can get a shot off as they jump from cover. But using Ninjutsu techniques of using cover sounds and sonic camoflage (IE taking two or three hard steps, then walking for a few yards, take a loud step, etc) is a good defense against this, and will confuse people just waiting for you to clomp past them. A good stalker will accrue a good amount of kills before he or she is killed because of the skillful way they approach the killing process, making sure to change locations frequently and use discetion while moving from place to place.
Personally, I know the levels well enough to eradicate any camper I come across unless they're using some sophisticated cheat to make themselves invisible or they disable collisions or something. My advice to people plagued by campers is to teach the little em effers a lesson with the business end of an AK- Or the end of a shank in the spleen does quite nicely, as well. ;D
