The VIII General Assembly of the Ibero-American Arbitration Center (CIAR) was held on October 24, 2022 at the headquarters of the Ibero-American General Secretariat (SEGIB), in Madrid. Javier Íscar de Hoyos , who has held the Presidency of CIAR since 2020, was unanimously re-elected to the position for a period of two more years. The Mexican lawyer Roberto Fernández del Valle is the new vice president for Mexico who will accompany María Isabel León (Peru) and Carlos Lamachia (Brazil) in the vice presidencies; and Álvaro Sánchez , president of the Costa Rican Bar Association, is the new deputy secretary general.
The Assembly began with Javier Íscar thanking all the attending De Cell Number institutions and especially the SEGIB for hosting the 8th CIAR General Assembly at its headquarters in Madrid. The president of CIAR gave way to Andrés Allamand , Ibero-American secretary general, who welcomed CIAR partners, conveying the support of SEGIB to everything that CIAR represents: “encouraging trade and investments, guaranteeing legal security, ensuring the respect for the legal principles of the region.” Allamand recalled the beginnings of CIAR and its commitment to SMEs, as well as Javier Íscar's efforts to bring the Center's arbitration to the Business Meetings of the Ibero-American Summits.
“CIAR strengthens our legal culture, promotes our languages and recognizes the talent of our experts”, Andrés Allamand.
The secretary general of the Conference of Ministers of Justice of Ibero-America (COMJIB) Enrique Gil Botero congratulated Javier Íscar and praised his work in conferences such as those recently held in Mexico: “which have given CIAR prominence to consolidate a culture in the Ibero-American space that responds to the common roots of the region.” He highlighted the importance of the incorporation of the Notaries to the CIAR and the support of all the organizations that are involved in the function of doing justice. The Center's Mediation Regulations also deserved the words of Gil Botero: “as a mechanism adapted to the times of pandemic and post-pandemic.”
Victoria Ortega , president of the General Council of Spanish Lawyers (CGAE), greeted all attendees, conveying the appreciation of the Spanish legal profession and highlighting the support that her institution has provided since 2018 to the CIAR, as the headquarters of its General Secretariat. Ortega made reference to the global pandemic and its extremely complicated consequences, as well as the current crisis exacerbated by the war in Ukraine. She highlighted above all the importance of the exercise of responsibility and commitment carried out by CIAR in these times: “We are all aware of the need for reliable and agile responses that can be a way out in complex moments like these.”
“Training and legal security are two important pillars through which CIAR is an important axis towards development and prosperity,” Victoria Ortega.
